Reports To: Deputy Court Executive Administrator
Directly Supervises: HR Assistant
Position Objective: The Court Human Resources Officer reports to the Deputy Court Executive Administrator and contributes to the development of the Court HR Unit and the organization by assisting with the development of comprehensive HR plans and their implementation, and by performing operational tasks.
Key Responsibilities and Duties
- Assists the Deputy Court Executive Administrator in preparing the CCJ’s HR development plans, strategies, policies, systems, procedures and budget.
- Assists in implementing approved plans.
- Assists in developing and coordinating orientation programmes and special projects as required
- Identifies, articulates and creates learning strategies in support of a wide range of training opportunities for employees with a view to improving organizational effectiveness.
- Assists with the development of a training plan.
- Assists with the effective implementation of performance management processes and procedures to ensure employee engagement and that performance expectations are established, communicated, updated and met.
- Ensures that all employee probationary requirements are completed and performance reviews are submitted to the Unit.
- Assists in the creation of an excellent customer service culture that integrates HR procedures and processes with the needs of customers.
- Monitors service delivery to ensure that the operations of the Unit is efficient and meets qualitative and quantitative standards.
- Works with the Facilities and Assets Management Unit to ensure OSHA standards are met.
- Mentors, supervises and monitors the Court HR Assistant.
- Reviews leave administration system continuously, recommends improvements and ensures implementation of necessary processes and procedures for effective management and administration.
- Performs any other related duties.
Required Knowledge, Skills and Abilities
- Knowledge of Human Resources policies and practices as they apply in a Court environment.
- Knowledge of the functions of the CCJ, as well as the rules and regulations of the Court.
- Ability to maintain priorities while managing multiple demands.
- Good knowledge of local and regional HR and industrial relations laws and practices.
- Excellent facilitation skills.
- Ability to work across disciplines.
- Ability to set performance standards.
- Ability to prepare and analyze comprehensive reports, and make recommendations, where necessary.
- Ability to self-start and to work independently.
- Superior attention to detail.
- Sound knowledge of Human Resources Information Systems.
- High level of energy and drive.
- Ability to build trust, credibility and effective working relationships with all levels of staff within the organization and with external stakeholders.
- Excellent interpersonal, communications (oral and written) and presentation skills.
- Excellent customer service orientation.
- Ability to multi-task with ease.
- Proficiency in the Microsoft Office Suite of programmes, including Word, Excel and PowerPoint.
Minimum Training and Experience
- An undergraduate degree in Human Resources Management, Management or any related field of study.
- A Master’s degree in Human Resources Management, Organizational Development or any related field of study will be an asset.
- A minimum of 5 years’ experience in Human Resources Management with three (3) years at a supervisory level.
- Knowledge of the court system will be an asset.
- Any other equivalent combination of training and experience will be considered.
Compensation
Salary Band 3: US$2,400 to US$3,000 per month (free of tax)
