Dr Magda Hoever-Venoaks

Dr. Magda Renata Hoever-Venoaks, a citizen of the Republic of Suriname, is an Associate Professor at the Department of Law at the Faculty of Social Sciences of the University of Suriname, and facilitates courses in Administrative Law and Legislative theory and practice. She is also a member of the Council for the selection and training of members of the Surinamese Judiciary.

Dr. Hoever-Venoaks, who graduated from Teacher Training College in Suriname in 1967, further expanded her qualifications in the fields of social work and management, graduating from the Social Academy CICSA in Amsterdam (The Netherlands), and the Netherlands Federation for Elderly Care, in 1972 and 1974 respectively.

After gaining considerable experience in the areas of teaching, social work and management, Dr. Hoever-Venoaks commenced working as Acting Clerk of the Court at the Courts of Justice in 1986.

In 1987, she became a Legal Staff Member in the Ministry of Agriculture, Livestock and Fishery, where she worked until 1990. In that year, she was awarded her Master’s Degree in Law and commenced working as a Lecturer in Administrative Law in the Department of Law at the Faculty of Social Sciences of the University of Suriname. She also commenced formal training in the field of law at the University of Amsterdam in 1993-1994.

In 1998, Dr. Hoever-Venoaks was appointed Senior Lecturer at the same university, and in 1999 she was awarded a Doctoral Degree in Administrative Law with regard to Civil Servant Law. Her dissertation is published under the title, Surinamese civil servants’ law in a development perspective. In the following year, 2000, Dr. Hoever-Venoaks was appointed Associate Professor in Administrative Law, the position she currently holds.

Together with L.J.A. Damen, Professor of Law of the University of Groningen (The Netherlands), she is co-author of the first Surinamese college textbook on and entitled Administrative Law, of which the second edition was published in 2003. Dr. Hoever-Venoaks has also written articles for many publications, including the Surinamese Jurist Journal, the Syllabus of Surinamese Environmental Law and the memorial book, Moi Wana: 10 years of Human Rights Work in Suriname.

Dr. Magda Hoever-Venoaks was sworn in as a member of the Regional Judicial & Legal Services Commission by the Chief Justice of Trinidad & Tobago, the Honourable Mr. Justice Satnarine Sharma, on Thursday 21 August 2003.

She is married to Mr. Stanley Hoever, himself a lawyer. Dr. Hoever-Venoaks and her spouse are the proud parents of two children, Stanley (Junior) and Charline, both of whom are currently studying in the Netherlands.
