DO YOU KNOW what happens if the Heads of Government do not appoint the President selected by the RJLSC?

If the Heads of Government do not appoint the President selected by the RJLSC they must go back to the RJLSC for another nominee. They cannot select a President that is not first nominated by the RJLSC.
