Position Title:    PUBLIC EDUCATION & COMMUNICATIONS OFFICER I

Department: Communication & Information

Unit:  Public Education & Protocol

Reports Directly To: Chief Public Education & Protocol Officer 

Reports Indirectly To: Communication & Information Manager

Directly Supervises:    N/A

Position Objective: 

To provide support   for the development, planning and execution of all communication and public education initiatives of the CCJ to effectively achieve the strategic objectives of the Court.

Key Responsibilities and Duties:

  • Work with the Chief Public Education & Protocol Officerand the Public Education & Communication Officer II to develop, coordinate and execute branding, public outreach and communication initiatives to enable greater public awareness and support for the Court’s role in the Caribbean community.
  • Work closely with the Chief Public Education & Protocol Officer to implement internal communications programmes to engage staff.
  • Contribute to the design of research tools and implementation of plansto support the public education outcomes.
  • Use research tools to provide reports, analysis and summaries including media monitoring.
  • Maintain a master calendar of all internal and external events.
  • Prepare project documents/proposals/requests for events and initiatives for consideration and review by the Chief Public Education & Protocol Officer in accordance with approved policies and procedures.
  • Assist with thepreparation of content and disseminating of information on the Court and its activities, via the website and social media posts, to local, regional, and international organizations and individuals.
  • Assist with the implementation of a process for continuously sourcing feedback and listening to the needs and expectations of the CCJ internal and external stakeholders.
  • Contribute to the design and provision of approved content for the Court’s website.
  • Monitor and keep informedof all traditional and digital media platforms to alert the management team on key issues.
  • Assist with the co-ordination of media engagement activitiesand other public awareness opportunities on behalf of the Court.
  • Liaise with contractors as needed to ensure that project requirements are being met.
  • Co-ordinate photography and/or videography for all relevant internal and external events.
  • Capture, store and archive all digital assets including photographs, video recordings and graphic material.
  • Contribute to the development of the Unit’s biennial and yearly Public Education and Communication plans and budgets.
  • Prepare post-mortem reports, assessments, and feedback on events and activities.
  • Prepare purchase orders and payment requests for the approval of Chief Public Education & Protocol
  • Assist with the planning, organizing and execution of projects and Court events.
  • Assist with the formatting and vetting of speeches, remarks,and other documents to the required standards.
  • Serve on committees as required and is practical.
  • Perform any other related duties as may be assigned.

Required Knowledge, Skills and Abilities:

  • Working knowledge about the role and functions of the Caribbean Court of Justice.
  • Working knowledge of the Judiciaries, High Courts and Magistracies within the region.
  • Basic knowledge of regional organizations (CARICOM, OECS, CARIFORUM etc.).
  • Knowledge of protocol procedures and practices within Trinidad and Tobago and the region.
  • Knowledge of marketing communications tools, strategies and best practices
  • Intermediate computer literacy with high operating efficiency in the Microsoft Office Suite and internet search engines with the ability to learn new software applications.
  • Excellent research skills.
  • Excellent communication (written and oral) and presentation skills.
  • Excellent interpersonal skills and ability to establish and maintain effective working relations.
  • Sound project management skills.
  • Demonstrated ability and excellent knowledge of telephone etiquette.
  • Ability to transmit or relay information in a manner, which is easily understood by the customer.
  • Ability to efficiently manage time, multi-task and function effectively in a fast paced and demanding environment.
  • Ability to work extended/irregular hours when required.
  • Ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Minimum Education and Experience

  • A Bachelor’s Degree in Communications, Public Relations or Mass Communications or a related filed
  • Three (3) years’ experience in corporate communications and/or regional public education activities in an international organization, public sector organization or judiciary.

SALARY BAND: 4

BASE SALARY: US$2099.72 (Free of Tax)
